This year’s contest
With the pandemic situation starting to normalise and the positive experiences of Rotterdam and Turin behind it, the contest arrives in Liverpool with no health restrictions to contend with, but in the midst of a very complicated European geopolitical scenario facing the economic and political consequences of the bloody war that has been raging for more than a year in Ukraine, and which, unsurprisingly, has been, and will be, felt this year during the contest.
Despite all this, music and European twinning are once again on the way with the Eurovision Song Contest 2023 to be held in Liverpool, UK. The choice of venue has been far from easy. With the Russia-Ukraine conflict raging, it complicates the possibility that Ukraine will be able to exercise its right to host the next festival as stated in the festival’s rules for having won the previous edition in Turin. The festival organisers issued a statement on the night of the Ukrainian victory saying that they would remain in contact with the Ukrainian public broadcaster (UA: PBC) to see how preparations were progressing. After a proper analysis of the situation, the organisers were satisfied that it was totally impossible to hold the competition on Ukrainian soil. In this circumstance, the responsibility fell to the runner-up of Turin 2022, in this case the United Kingdom.
After an arduous selection process in which more than twenty cities from all over the country participated and with candidatures such as Liverpool, Glasgow, Edinburgh or Birmingham, the BBC announced on 27 September 2022, the two possible cities that had passed all the filters of the process, namely Glasgow and Liverpool. Finally, on Friday 7 October 2022, Liverpool and the M&S Bank Arena were announced as the venue. The proposal highlighted the city’s rich music culture and its ability to host large-scale events. Liverpool has become an important cultural and tourist centre in the UK, thanks to its rich musical history and tourist attractions such as the Cavern Club, where the Beatles began their career. The city also has a wide variety of restaurants, bars and hotels to welcome visitors.
The choice of Liverpool as the host city for Eurovision 2023 is expected to have a positive impact on the local economy, with the organisers predicting that thousands of people will travel to the city to attend the event and to enjoy all that Liverpool has to offer. The choice of the city has also been warmly welcomed by the UK music industry, as the festival is expected to help promote British music around the world.
In addition to the obvious bids from Ukraine and the UK, there were many countries across Europe that offered to host, including Sweden, which hosted Eurovision 2000 and 2016, the Globen Arena, Italy again, the Netherlands, Poland, Switzerland, Belgium and Iceland.
The United Kingdom, despite having 5 wins at the festival, is the country that has hosted Eurovision the most times. London in 1960, 1963, 1968 and 1977, Edinburgh 1972, Brighton 1974, Harrogate 1982 and Birmingham in 1998 are the eight occasions and five cities that have hosted the most important international music festival on their streets. Typically, the criteria for the EBU’s choice of host city is usually based on providing a venue with a capacity of at least 10,000 spectators (as well as a press centre), which should be close to an international airport and with ample hotel accommodation to accommodate the thousands of visitors attending the event.
When it became official that the UK would host the 2023 edition of Eurovision, it was announced that it would be an edition where the Song Contest would not be in Ukraine, but in support of Ukraine. Words that support the statements of Oleksandr Tkachenkon, Minister of Culture and Information Policy of the Ukrainian Government: “The Ukrainian flag, videos from Ukrainian cities, Ukrainian presenters and a Ukrainian creative group will become an integral part of the show in Britain “.
The BBC wants to squeeze the most out of the organisation of the festival and, to this end, has commissioned a team of professionals of the highest level and experience to take care of all the details concerning the development of the festival. Martin Green will be responsible for directing this landmark event in British broadcasting history and overseeing all aspects of Eurovision 2023. The 67th Eurovision Song Contest will be held in Liverpool and the BBC is committed to delivering a unique event that recognises and celebrates Ukraine’s victory as well as the creativity of the host country. He is not going it alone, as Martin will be joined by a large Eurovision 2023 production team to ensure that nothing is left to chance in May. Rachel Ashdown, Andrew Cartmell, Lee Smithurst, Twan van de Nieuwenhuijzen and James O’Brien will be part of the team.
Martin will lead a production team for Eurovision 2023 that will create, plan and deliver this special, complex and large-scale event. As host broadcaster, the BBC will work in partnership with the European Broadcasting Union, Liverpool as host city and other external partners to deliver the Eurovision Song Contest 2023 to an audience of over 100 million people worldwide, involving thousands of people, hundreds of delegates and multiple events.
He has more than twenty years of experience in major global events. Most recently he was creative director of the Birmingham 2022 Commonwealth Games, where he organised the opening and closing ceremonies and a major cultural programme, and creative director of Unboxed: Creativity in the UK. Previously, he was CEO of Hull UK City of Culture 2017, an innovative world-class arts festival that revitalised the city; as well as head of ceremonies for the London 2012 Olympic and Paralympic Games.
As for the countries participating in this year’s contest there have been three withdrawals: Bulgaria, North Macedonia and Montenegro confirmed in October last year that they would not be part of the 2023 Eurofestival. In most cases, the withdrawal is due to economic reasons, due to the war in Ukraine which has brought with it an energy crisis that has hit Balkan broadcasters hard. In the case of Bulgarian television, it is also due to the channel’s own lack of interest in the contest.
